In the Netherlands , cannabis is freely available in "coffeeshops" if certain requirements are met.
for example,
- A coffeeshop is not allowed to sell cannabis or hash to minors, nor are minors allowed in the coffeeshop
- A coffeeshop can only sell a maximum of 5 grams to a specific person a day
- Coffeeshops have no licence to sell alcohol
- Sale of harddrugs (speed,cocaine,...) is strictly forbidden
- A coffeeshop can have no more than 500grams of cannabis in it's stock at one time
A coffeeshop can NOT buy his cannabis from legal growers and has to rely on black market or it has to magically appear in it's stock...
How can something that does not exist can be sold? this is asking for problems, this way coffeeshop owners need to face black market supplier. This is not a pleasant situation for the coffeeshops.
Combined with the fact that a maximum stock of 500grams is a rule it makes it really hard for coffeeshops.
They need to resupply from time to time , this means a person need to bring in 100grams off cannabis in at a certain moment. Getting caught with 100g of cannabis in your backpack will not put you in a good spot.
A coffeeshop is balancing on the line between legality and illegality.
The situation in some States of USA is similar to the one in the Netherlands , with one crucial difference.
The states do not allow cannabis as a recreational drug, they do however allow the use of medicinal marijuana.
Medicinal marijuana can be acquired in a medicinal marijuana dispensary, in order to buy this medicine the patient needs to provide a medicinal marijuana patient registration.
The fact that cannabis remains illegal upon today makes me sad.
Prohibition can never be a solution to a problem. cannabis is illegal but can be found practically everywhere.
You could eliminate all the crime that is involved in the current cannabisculture.
Legislation of cannabis would make it nearly impossible for illegal growers and sellers to compete against the legal growers.
If you give the choice to anyone to buy a product from a controlled market(cannabis shop) or the choice to buy the same product at an illegal retail place(dealer), it's obvious which one they will choose.
Does anyone remind the prohibition in the 20's? The time alcohol was prohibited , the glory times of the real master criminals. Illegal alcohol distilleries were frequently run by mobsters to make huge profits out of illegal alcohol sale , due to the fact that alcohol was illegal they charged hard cash on it.
Alcohol got legalized again, togheter with the prohibition the criminals faded away...

You have a point there, but here it comes. India and Nepal (and many other countries and ethnic groups) used cannabis products for a long time (probably longer then alcohol). Still the USA and other countries forced them to stop the production of these products. Robbing away cultural heritage is what they did...

When i see people under the (heavy) influence of alcohol, problems follow them.
Isn't it strange? When you meet that nice friendly fellow, the odds of being under the influence of cannabis (or being sober) are quite high.
